Time Will Judge Mark Kirk's Vote on Climate Change Bill

Yesterday, the White House and Congressional Democratic leadership left it all out on the field in exerting every ounce of persuasion they had to muster enough votes to pass landmark climate change legislation. They succeeded - barely. The measure now moves to the Senate, where a combination of Republicans and moderate Democrats may modify it almost beyond recognition in its current state.

If Obama and Pelosi had not succeeded in passing this legislation, it would have been a major black eye for the Dem agenda, which would have come at a critical time, considering polls show that the popularity of Obama's programs (although not Obama personally) is slipping, and more Americans are leery of Obama's ability to lead the nation out of economic crisis.

Obama and Pelosi were not able to convince 44 fellow Democrats to vote for the bill - whether these Dems refused to go along because they are vulnerable in the next election and wanted political cover, or because they truly believed the legislation did not go far enough, that's probably a case-by-case determination.

But, they did convince eight Republicans, including 5th term Congressman Mark Kirk, to vote in favor.

The right-wing Blogosphere wasted no time in lighting up and denouncing Kirk's vote as a traitor to Republican ideals, given their view of the cap and trade legislation as nothing more than a astonishingly large new tax on the American people, which will further add to the bloat of government, stifle the economy, and reduce our ability to compete with the likes of China and India (which have no such qualms about moving full speed ahead with their economic development, carbon emissions be damned). No big surprise that many Republicans are disappointed with Kirk. (Heck, I even got a call from my mother-in-law in St. Louis who wanted to complain to me about it).

But, the real test of Kirk's vote will only come with time. While some die-hard anti-tax fiscal conservatives will probably not forgive Kirk, the real question is how his vote will play with the larger electorate. While the Dems will avoid crediting Kirk as much as possible, even though they needed his vote, they will not be able to paint Kirk as an anti-environment Bush-Rush-Cheney sycophant, at least on this vote. Kirk's mantra has always been "thoughtful, independent leadership," and this vote will certainly bolster his creds in bucking his party when he believes he should.

The more cynical among us will call this a soccer-mom vote, which is geared towards positioning him for re-election in the fairly liberal 10th Congressional District, or for U.S. Senate. Perhaps they are right. But in the end, Kirk has enjoyed a vast base of support from many, including Democrats, Independents and Republicans, who did not support his views or votes on every single issue. Not even TA does. But what I do know is that Mark Kirk is a brilliant Congressman that I still support, and would like nothing more than to see him stay on in the 10th, or even move up to Senate (although he'd leave big shoes to fill).

This Blog has always been more about politics than policy. Is there anyone out there that thinks that, overall, this vote hurts Kirk more than helps? Will this even be much of an issue, especially if the final measure (if passed by both houses) gets watered down to something that enjoys true bi-partisan support? I'm interested to hear everyone's view on this.

We had the chance to derail the Pelosi-Obama agenda and Kirk let us down. Had this bill been defeated it would have forced Pelosi and Obama to the center which is what I thought Mark Kirk was all about.

This bill will kill the midwest and the rust belt. All the jobs will be moving to the east and west coast. Kirk voted to kill jobs in his own state.

He also hasn't even updated his website to explain his vote. Instead of giving us a YouTube video claiming he's reading every page of the bill, why doesn't he give us a video explaining his vote and why he abandoned his party and gave Nancy Pelosi all the power she needs to continue with her left wing socialist agenda.

Anon 9:29. I couldn't agree with you more. While I'm a 10 year KFC volunteer and a strong supporter of our Congressman I need an explanation of his vote. I don't always agreed with his votes but usually don't express my opinions or disappointment but this is my time to cry out "how could you Congressman?" I'm not the environmentalist he is and I don't subscribe to the global warming (now climate change) nonsense but everyone is entitled to believe what they want. Yes, he has a large liberal base in the 10th but is this a pandering to them?

Mark, please give me and the rest of your moderate supporters an explanation.

Wow- when Beau & Baxter's Mom (who is one of the most die-hard Kirk supporters you will ever meet) is crying out for an explanation, you know this vote has really troubled even the true believers.

Can we all take a DEEP breath and just not assume that the sky has fallen and that our Congressman has lost his mind. Neither has happened. Mr. Kirk will post an email explaining why he cast that vote. I just hope that it comes sooner rather than later. The Bill that narrowly passed the House now goes to the Senate where it will not emerge as written by Pelosi and her thugs. It is far from law so no jobs are lost here or anywhere in our nation. Mr. Kirk has a strong commitment to the environment, has earned the respect of the Sierra Club, the League of Conservation Voters, etc. Nothing new about that side of his Independent record. I'm urging all of us to wait and to hear what our Congressman has to say for himself, NOT what others are saying about him. He read the entire Bill. That's how he bases his votes. In the meantime, can we enjoy the bright sunshine, the warmth of the temperature, and maybe go to US Cellular field and watch a ballgame today? Let's let Mark talk to us before we talk about him. Seems fair enough, right?

1. we have no state party chair so this is a blue state, thus to win elections statewide you have to move left. Mark did that. You don't want a senator voting like this, fire mckenna and start an insurgency.

2. he smartly realized he had more to lose by voting against the bill than for it. Sorry but the right wing of the party in illinois is more a theory than a threat to his senate bid. They've won one senate election ever in illinois and that was because carol mosely braun destroyed her career the way milton bradley destroys water jugs.

3. None of this excuses mark. He has a horrible reputation in washington amongst the party (he got crushed in a bid for leadership in 2007) and is seen as a naked opportunist by some. This vote will make the party take note, and if he is seen as a specter in the making, perhaps push national party dollars to people like crist and castle instead.

Mark Kirk's vote makes him the latest example of What's Wrong With the Republican Party in Illinois. The best thing to do is view this instead as a rallying point for change and reform in the party.

People in the 10th District: You may be stuck with this kind of representation, but there is no reason to accept it from a Republican. If Mark Kirk cannot vote wisely on the big issues, of what matter is he on the little ones? Don't get soft-soaped by any excuses about "independent" thinking. Kirk voted the way Nancy Pelosi and 210 Democrats voted. How much independence does that take?

Ask yourselves this: Would there be a hint of controversy if Kirk had voted "no"? Of course not.

Kirk's vote was a serious mistake. By voting "yes", Mark Kirk empowered the Democrats and told the people of America and the 10th District that the Democrats are going to get everything that they want for the next two years. With this vote Mark Kirk told us that when the chips are down and arms are being twisted he will vote with them and not with you.

Forget about Mark Kirk. Start now looking around for stronger representation.

Kirk's official website says he read the entire bill before voting. Not only do I doubt that, but I sure don't believe he also read the last minute 300 page amendment. And if he's going to post an explanation, is it so complicated that it takes 24 hours? What a sad joke he has become.

Those of you who are ready to slam our Congressman for this vote seem to have brain cramps. Did you recall that he voted AGAINST the Stimulus Bill? I'm going to suggest to TA that you now post ALL of Mark Kirk's recent votes so you can see that he is far from a lackey for Pelosi & Co. Did you read his statement, sent out last night to more than 1700 constituents in the district, INCLUDING that malcontent on her blog? Perhaps TA will want to post Mark Kirk's statement on this blog for those whose email addresses are not in the database. I would have preferred that he not support what even some clear thinking Dems know isn't a great Bill. But we can't just stand still. We know that once the House version goes to the Senate there will be many changes. More when it reaches Conference. It makes me damn angry to read the vitriolic comments directed at our Congressman. With 'friends' like some of you..........

Are you suggesting that Mr. Kirk lied about reading the entire Bill? Have you any proof of that? You may dislike our Congressman, but he DID read the entire Bill. He did NOT read the 300 additional pages since that was received at 3 a.m on the eve of the vote. Only those who drafted it, read it. What a nasty, without merit attack on Mark Kirk. I suggest that you apologize, but then again, I guess we know not to expect the impossible.

Some just don't get it. Kirk displayed his heroic reading of the entire bill to demonstrate his conscientious approach to voting -- and then still voted for the bill without reading an absolutely critical change to an absolutely disastrous bill. He's a cheap poseur looking to his own career.

The following analysis by the Heritage Foundation shows that the Cap and Trade bill that Mark voted for will result in a loss of 4,164 jobs in the 10th District alone by 2012.

Anon 11:51 I think you're fast and loose with your assumption. Kirk cast his vote for the reasons he described in his statement to his constituents. Had he knuckled under to anyone they'd have known which way he was going to vote and would not have been calling him, non-stop, to find out the answer. I think it's wise to remember that what passed in the House on Friday is a long way from becoming law. Or were all of your napping during Civics class way back in the day. The Bill goes to the Senate, and not anytime soon if one is to believe what Axelrod said on the Sunday talk shows. The Senate will have at it, make changes, send it to Conference and THEN we'll see what emerges. Hold your fire, hold your anger and hold your nasty comments until this ACES Bill comes back in it's final form. Read Kirk's statement of why he cast that vote. If your want to engage him in a dialogue, do so, hopefully with respect.

I did not receive the explanation of why the Congressman voted for the bill even though I am on the e-mail list asking for my opinion on many of the votes he must cast. Why? I don't have an answer but someone who received a copy of his explanation from someone who received it from someone sent it to me -- confusing, yes. But not as confusing as the two page explanation that was so technical and full of numbers I had to read it several times and still don't know why he voted for the bill.

I'm not a dumb person but when an explanation goes on and on and on I tend to zone out. That's why most of the letters I get from the RNC go into recycling unopened.

Please can't we get a simple 3/4 page explanation without statistics from NASA, etc. posted on the website?

I waited patiently all weekend. S@#T, I campaigned for this guy, walking door to door for him so that the pup wouldn't make it in. I am through with him. I put up with the right to choice, the hate crime bill, even the 2nd amendment crap, but I can't put up with this any longer.

All I received was an email stating that there would be a Job Fair at Harper College. I wonder if there is an opening there for a 10th District Representative to the House of Representatives?

His days in the House going forward are numbered. I can't understand why anyone would pass the Crap 'n Trader bill does anything other than pushing forward an agenda. The spending of so much money during a recession is like throwing the cash on a fire, burn baby burn. I'm done with the 'parties' and voting against people who sell us out. 2010 will bring about something they're not used to: term limits.

P.S. Costco on Willow Road in Glenview had stacks of "Atlas Shrugged" in paperback yesterday. Time to read it again. God save the United States of America.

I never liked his close ties to the teachers union which is bankrupting our state. He now convinced me he is a Democrat, he has gotten a great deal of Jewish support for his pro Israel stand but he's lost it as Jews are Americans FIRST and pro Israel second. He has lost a great deal of votes and $$$ on his stupid vote even many democrats were not stupid enough to vote for! Forget the senate you have lost your base.

There are news guys on the block Aaron Schock and hopefully Joel Pollak ...real conservatives.
